The same does not apply to children of non-indigenous people, who were only removed room their homes if they were abandoned, abused, or uncontrollable. As a result of these removals, aboriginal children suffered mental, social, and physical pressures and pains. Majority were refrained speaking their own languages and were physically, emotionally, and sexually abused.

Most of them also suffered neglect and as the “Stolen Generations” (Australian Human Rights Commission, p. 17). On top of the serious damage to their mental health, cultural identity, and well being as a whole, these “Stolen Generations” lost their right to perform their traditional functions and speak their own languages, and enjoy their way of life. Worse, establishing their genealogical roots became impossible and difficult. Above all, they were deprived of their childhood right to be nurtured and cared for by a parent or a family.

And as if these were not enough, until today, Aborigines and Tortes Strait islanders still suffer the discrimination of being marginalia and as such was never seriously considered as a priority, or as an equal interest group to enjoy the benefits of national and regional health benefits and services. The same is true for housing, educational and employment opportunities. That is why until now the Aborigines and Tortes Strait islanders are still the poorest sector. Discrimination goes to such extent as having scarcity of accessible and culturally appropriate health services (Australian Human Rights Commission 2012, p. ; and Australian Indigenous Health Bulletin 2011, p. B. And because of this, the life span of the Aborigines and the Tortes Strait islanders are 10-11 years less than the non-indigenous people. Most of them died four times the rate of indigenous people for preventable deaths due to lifestyles, which could have been earlier prevented if detected. Up to today, racism is still one f the main reasons for the adverse health conditions of the Aborigines and the Tortes Strait islanders. In fact, recent studies show that 72% of aboriginal youth were happier in the remote areas than those in the urban areas.

Aborigines experience poorer health and shorter life spans than indigenous people (Nurse Info 2007). Population Health Perspective Population health is defined as the health outcomes of a community or group of people, including the distribution of health within the community or group (Kind & Standard, American Journal Public Health (2003); 93; up. 380-383). In the absence of these community relation’s skills, it will be difficult to forge a partnership with the Aborigines and Tortes Strait islanders because they will be suspicious of the fact that the processes may be an encroachment of their rights to preserve their cultural identity.

Conclusion: In conclusion, community health nursing and population health is a timely solution to the growing need to address the health problems of Aborigines and Tortes Strait islanders not Just because they are remotely located and have the least access to existing public health facilities, but more importantly, because it is culturally and orally correct to do so.

Community health nursing gives the opportunity for the Aborigines and the Tortes Strait islanders to be part of the process by virtue of consultation, and has thus become authentic partners in developing and formulating the proper and correct health programs for their respective communities.

In effect, also resolve the social and political issues of having the right to be consulted as provided by existing Australian laws on indigenous people and the Australian Human Rights Commission (Australian Human Rights Commission 2012, p. 16). Therefore, it would be given appropriate attention and support by government and non- government institutions, especially where shifts and expansions of roles and settings are required.

Indeed these social and environmental determinants will no longer Just be data for reports and studies, but vital factors in formulating the right approaches to fostering a healthy community through partnership with Australian Aborigines and Tortes Strait islanders. As a result, realistic health policies will be drawn, and both government and non-government interventions will even be specifically more defined than those in the past.
