Data from Seal and Cover. Who, in your opinion is the most significant member of the Court as it relates to deciding the outcome of legal cases decided? And why? Anthony M. Kennedy is currently the most significant member of the Justices in that he is considered a Conservative but sometimes votes Liberal. Therefore he has the swing vote which could be a deciding factor amongst the four Liberal and four Conservatives considering him being the 9th vote being the “Swing Vote. ”
