I requested to be attached to Cable District Local Government where I worked for 8 weeks at the district Headquarters in the strict in the Planning Unit which is mandated to coordinate development planning and management in the district as stipulated in accordance with sections 37, 38 ; 78 of the LEG Act 1997 Cap 243 which regards planning ; budgeting that are relevant. Cable District Local Government recognizes development planning and management as a cornerstone and basis for the development and budgeting process.

The District Planning Unit plays a central role of planning function, also stores data from different sectors, acts as the secretariat to the District Technical Planning Committee and a member of the budget desk. It comprises of the District Planner who is responsible to the CACAO for planning purposes, District Statistician Morning closely to the District Planner and the District Population Officer who is responsible for data collection, analysis and dissemination of population data.

The DIPS mandated to facilitate and coordinate the entire development planning and budgeting processes and develop plans that address population issues at all levels of provenance. Major tasks accomplished; Data entry, writing reports of the previous weeks’ tasks Main achievements accomplished include; parish plans were produced, report of the squired format were produced in time, data was entered using CICS software for making evidenced based decisions for the population using the given data in the CICS registers.

Out this I was able to acquire knowledge acquired on the development planning and budgeting processes, participatory and team working skills and report. However, the major challenges encountered include; Power shortage, delay in delivery of computers for data entry, and forged data by communities for planning purposes. Key recommendations are; thorough supervision and checking on planning committees for genuine and efficient planning policies, all sectors need to Vail data for timely entry, power alternatives should be harnessed and the district needs support in this.

CHAPTER ONE 1. 1 Introduction ere internee takes this pleasure to introduce a report that gives an account of her eight weeks period of internship carried out at Cable district local government in the planning department. Background of field attachment Field attachment is defined as “the field based practical work carried out by staff ND students for the purpose of teaching or research in places outside the university control but where the University is responsible for the necessary safety of its staff, It is therefore a requirement whereby all taught units make and have arrangements for the students to seek or be helped to get placed in different forms of work in the course of their study programmed to experience the real life of work.

This is hoped to help students relate academic programmed to actual work setting, and thus appreciate their applicability. Respect of all field supervisors and any other persons interacted with throughout y field attachment period regardless of my background training and social and economic differentiation. Adhere to the field attachment code of conduct. Provide reports and other forms of feedback to the university and the host partners ere focus of this internship was to know the planning process and the key concepts in the planning process like the outcomes, output and indicators.

To know how the district plans for its people and how the plans are implemented at all levels like the Municipality, Sub-county, Parishes, and in the villages. As the district plans for its pole it involves monitoring and evaluation. This internship was designed to help the internee achieve practical and hands on training skills . Let involved application of theoretical concepts learnt in class into the real world operations of government and nongovernmental organizations.

It was therefore meant to assess my capacity in application of theoretical issues into ere program started on 4th June and ended on 31st July with high level of supervision and mentoring at the place of work by both my school supervisor and District Planner as my field supervisor. 1. 3 BACKGROUND OF THE ORGANIZATION Historical background Cable district local government is one of the oldest districts approved by the parliament of Uganda. The district became operational long time when Uganda was still a protectorate as far as 1896.

The mother district of Size offered significant support towards the start of Cable district through condiment of staff and sharing of assets to mention Just a few. Cable was the former Size district administration Kananga most recently. Size currently Cable was annexed to became part of Uganda by the colonialists after several years of being led by chiefs. The internal gets for leadership weakened that chiefdom that was strong as at that time.

It was extending to northern Tanzania and eastern democratic republic of Congo (Zaire) today. The Baking inhabit Cable, they occupy the counties of Andorra, Urbana, Raking and Cable Municipality in Cable. Due to overpopulation the Baking have been migrating to other parts of Uganda especially Shakable, Ruggeri, Ukases, Him, Massing and Unbend districts and Rampart, Signor and Bands former counties of Embarrass Districts. They have also settled in the greater Mask and Rake Districts.

They are physically strong people; they speak Raking a Bantu language Location * Cable district lies in the South West of the Republic of Uganda. It lies between 290 and 300 15′ East longitude and 10 00′ and 10 29′ south of latitude. It borders with the Districts of Scissor to the West, Urging to the North, Momentum to the East and the Republic of Rwanda to the South. Administration * The three (3) counties are divided into 17 sub-counties, 106 parishes which are further divided into 1,299 villages/cells.

The municipality has three Divisions with 12 wards and 75 villages. This makes three (3) Rural Counties, one Municipality, 118 parishes and 1,374 villages in total. Population and Land he district has a high population of 471 ,783 according to the provisional 2002 population census with sex ratio of 86. 0 males to 100 females. Out of these only 45,757 stay in the municipality and the remaining 426,026 stay in the rural area. The population density is about 258. 2 persons per square kilometers.

Cable district has total area of 1,827 sq. Km, out of which arable land area is 1,sq. Km,water body Isis. 5 sq. Km, swamps/wetlands is 79. 4 Sq. And marginal land is 41. Sq. Km. The district has 109,301 Households each with an average of 4. 1 persons. The average land for agriculture is 2. 6 ha per household. Decentralization policy Cable district was among the first 13 district to be decentralized and hence it operates in a decentralized framework policy like other districts in Uganda.

It therefore exercises planning, financial, administrative and political powers, functions and responsibilities while executing its mission. When I arrive at Office of placement- District Planning Unit, the first task assigned to me was reading comprehensively the laws that govern operations of the district such as Planning and Budgeting manual, Local Government Act 1997, statutory instruments from various ministries and comments formulated and approved by the District etc.

District Planning Unit. ere district planning unit consists of an economist, statistician and population development objectives and the strategies for poverty eradication. It aims at deepening decentralized planning process for communities to manage the completed cycle for development . For the socio economic transformation to be realized, the community must access quality services in order to improve their live hoods income and the quality of life.

To achieve this, these strategic interventions focus in the areas that aim at increasing household economic wellbeing and this has arced the District to invest in heavily in Education , Feeder roads, Health especially PHS , provision Oh safe water , and promotion of good governance and transparency through participatory decision making process. Process. The Unit exercises the planning functions, powers and responsibilities right from the villages, parishes, Sub-counties, up to district level as mandated by Local Government Act 1997, Section 39.

With the implementation of the decentralization policy in the District in 1993 and was among the thirteen districts to pilot the policy. ere planning process changed from top-bottom to bottom-top. The Unit is mandated to facilitate and coordinate of the entire district development planning and governance. The process starts with situation analysis, visioning, development of strategic plan to realize vision, and the action plan to guide the implementation and monitoring the strategic plan.

The development plan enhances self-reliance at each level of implementation ant it entails more participatory practices Further in achieving development, the district should continue to pursue outward oriented policies by encouraging foreign investments and exports of high value and this will at east generate some revenue to the district that will be used to do different activities in order to achieve development The district needs to address the bottlenecks / Challenges at all levels of the economy in order to accelerate socioeconomic transformation for prosperity and this will help to achieve economic growth and poverty eradication at all levels In order for the district to achieve development it needs the primary growth sectors, complementary sectors, social sectors, and finally the enabling sector. The primary growth sectors constitute sectors and sub-sectors hat directly produce goods and services like agriculture, mining, tourism, manufacturing etc. The complementary sectors comprise the sectors and the sub- sectors that provide institutional and infrastructural support to primary growth and other sectors and they include science and technology, transport sector, energy and Neater etc.

The social sectors comprises the sectors and sub-sectors that provide services required to maintain a heath and quality population, and human resources for effective engagement in rewarding the economic activities and they include population , labor and employment ,education and sports etc The enabling sectors memories all the sectors and sub-sectors that provide a conducive environment and framework for efficient performance of all sectors of the economy and they include public sector management, environment, water resource management, Justice law and order. Momentum to the East and the Republic of Rwanda to the South. The district consists of Andorra, Urbana and Raking as the three (3) rural counties and Cable Municipality as the only urban area. * Administration * The rural counties are divided into 20 sub-counties, 119 parishes which are further divided into 1345 villages/cells. The municipality has here Divisions with 12 wards and 74 villages.
