An explanation of the industry and the companies within is as they exist currently power grid company of bangladesh (pgcb) was created under the restructuring process of power sector in bangladesh with the objective of bringing about commercial environment including increase in efficiency, establishment of accountability and dynamism in accomplishing its functions. Pgcb was incorporated in november 1996 with an authorized capital of tk. 10 billion. It was entrusted with the responsibility to own the national power grid and to operate and expand the same with efficiency.
Pursuant to Government decision to transfer of transmission assets to PGCB from Bangladesh Power Development Board (BPDB) and Dhaka Power Distribution Company (DPDC), former DESA, PGCB has completed taking over of all the transmission assets on 31. 12. 2003 and operating them. Korea Institute of Energy Research (KIER) has developed new technologies for the recovery of energy from various wastes including municipal solid wastes (MSW). The project dealing with the production of biogas and compost from large quantities of Korean food wastes.
The anaerobic process plant of this project, located at the Anyang City incinerator site, produces biogas and humus from the treatment of 5 tonnes/day MSW containing approximately 3 tonnes of food waste. The major achievements of this project are; 1) development of a two-phase anaerobic process optimised for Korean food waste treatment and biogas (energy) recovery; 2) development of a sorting pre-treatment process suitable for Korean MSW collection systems; 3) demonstration of the feasibility of Korean food waste treatment as one component of an integrated waste management system including landfill and incineration.
In case of the 15 tonnes/day food waste treatment capacity, the operational cost of the plant was estimated to be $25/tonne of food waste. Treatment and the construction costs were estimated to be $435/tonne of MSW in Korea. General Electric and the Idaho National Laboratory are plumbing engines for a cheap source of energy: waste heat. The two organizations have received a $2 million Department of Energy grant to further develop GE technology that converts the heat from industrial engines into electricity. That technology could make engines 20 percent to 40 percent more efficient and reduce greenhouse gas emissions.
An oligopoly describes a market situation in which there are limited or few sellers. Each seller knows that the other seller or sellers will react to its changes in prices and also quantities. This can cause a type of chain reaction in a market situation. In case of Bangladesh the a new company generating electricity through waste would face oligopolistic competition. Under oligopoly the company would be benefited and at the same time it would have some disadvantages. This would reduce waste at the same time it would help to solve the problem of electricity generation . A brief history of the industry and the companies you are investigating After the British left this subcontinent in 1947, the Electricity Directorate was created to arrange supply electricity to different urban centers. At that time private electricity generation and distribution facility did exist in some towns like Comilla, Narayanganj and Dhaka. In the fifties and in sixties a step motherly attitude was adopted by Pakistan government towards this country so far as industrialization and electricity development was concerned.
A much lower allocation than needed was made available. The external fund from Japan for Karnanfully third unit was diverted to Mongla in West Pakistan 3. The type of products that is provided by this industry/company and the type of customers to whom they sell. Electricity is basically a public good. Such Industries usually concentrates on the government for the customer. From the government it is distributed to all over the country. However, sometimes power sector industries might think of selling to some other particular industries.

How the industry/companies and their decisions have a bearing on the lives of the average Bangladeshi Bangladesh is facing a lot difficulties due to the electricity crisis. If waste to electricity generation plan is successful it will be a relieve to everyone.
Electricity crisis has become a chronic disease in our country since the mid-nineties due to increase in consumption of electricity in various sectors with the increase of population. Despite the time-demanding necessity of meeting the increasing trend in electricity consumption, no government has so far taken any fruitful decision in resolving this national crisis. We have gone through a lot of policies and procedures of implementation so far, but focus on the actual situation seemed to be absent. Those involved have merely shown the crisis for display, not decision.
Moreover, the waste to electricity generation project will also solve the problem of waste in Bangladesh. This will reduce the pollution making Bangladesh a better place to live in. A recent research reveals that the on-going electricity crisis is cutting down 10%-12% of industrial growth and 9% of agricultural growth. Situations like this will slow down the economy of Bangladesh. This electricity crisis is reducing the level of production and slowing down production. This crisis is causing severe sufferings due to increased power shortage thus causing regular load shedding in every lternative hour in the Capital city, while most of the urban parts of the country remain in load shedding for an average of 10-15 hours a day. Power crisis has already turned into a major factor for a large number of factories and large industrial project in Bangladesh in facing virtual collapse. If this situation cannot be resolved urgently, thousands of labours working in various industrial projects in the country will turn jobless. One of the major foreign currency earning projects in Bangladesh is readymade garments and textile sector.
Bangladesh earns millions of dollars every year alone from this sector. But, the worsening situation in power sector is already hampering production thus causing in failures in keeping export schedules. IT sector is also facing terrible time due to power crisis. Almost 70% of the country’s Internet Service Provider fail to ensure continuation of their services due to power crisis. Each day 5-6 hours of internet users are unable to get into work due to non-availability of internet connectivity.
On the other hand , frequent power crisis and load shedding followed by voltage fluctuation is causing harm to the electronic devices as well as computers and other sensitive equipments. 6. The form of competition found in the industry (perfect, monopolistic, oligopoly, monopoly) Energy is a key input for economic development of countries. Typically, energy industries require large, integrated infrastructures that are capital intensive to build and require professional skill to manage efficiently.
As a result of the importance of energy for development and the scale economies involved in delivering energy to consumers, a vertically integrated and monopolistic structure became the norm around the world, especially for the electricity sector. In most places, a government-owned monopoly generated, transmitted and distributed electricity. 7. The published mission or vision statement of each corporation 8. A brief discussion of the amount of government regulation for this industry Government regulation- As Bangladesh is a developing country our one of the main challenges us to meet the growing demand of power which is being demanded by the growing population of our country. Since we have huge power shortages in peak seasons for example say during summer season there are huge power shortages in the urban areas as well as rural areas this shortage of power supply hampers the daily life of the citizens of Bangladesh .
Moreover for this power shortage business’s sectors, education sector faces problem, this power shortage is also a barrier to the development of our country. Since power generation is one of the main problem of our country Government would appreciate any company private or public who would take the initiative to produce any amount of energy which would help the Government of Bangladesh to reduce the amount of power shortage and meet the demand. The few regulations which the Government has regarding this sector are below:- ) Ethics- the company’s producing power for either the people republic of Bangladesh or for any private sector they cannot charge a premium price to any customer even if the customers are willing to pay , one reason for this is to prevent the inequality for example people who will be able to pay a premium price only they will be able to buy the power and satisfy their need but the poor people who cannot afford they will not be able to enjoy this benefit hence to reduce the amount of inequality government has some regulations or the government of Bangladesh purchases the power from the roducing company and then supplies to the nation in a subsidized rate. b) One Window Operation: The designated institution to facilitate the development of private sector power projects shall be the Power Cell, MEMR. The Power Cell shall articulate and promote the private power policy of GOB and shall solicit and evaluate proposals, negotiate and process award of contracts, and finalize various agreements related to these projects. The Power Cell would also represent GOB interest in private power projects.
Solicitation of Proposals : Independent Power Producers’ (IPP) projects will be implemented on Build-own-operate (BOO) basis. International solicitation for specific projects will be processed by the Power Cell. The pre-qualification of the bidders will be made through advertisements in the national and international press. The evaluation criteria for pre-qualification will be given along with the pre-qualification documents to be issued to the intending bidders. The RFP (Request For Proposal) documents will be issued only to pre-qualified bidders.
After final evaluation of commercial bids from pre-qualified sponsors they will be ranked as per criteria set in the Request For Proposal. The first ranked bidder will be given a stipulated period to: i) submit a performance guarantee ii) reach financial closure. Failure to perform in either case will result in forfeiture of the guarantee, if any, and an invitation to the second ranked bidder, under similar conditions. The Request For Proposal may include provision for time extension for financial closure, subject to an increase in the performance guarantee amount.
In the event of a sponsor chosen on the basis of an unsolicited proposal, similar provisions on performance guarantees and specified time period for financial closure will apply. 10. The development and implementation of the human resource process The scope of human resources management is to carry out due diligence of (Bangladesh Power Development Board) BPDB’S organizational structure, staffing issues, and employment rules and personnel procedures.
The task will include the following • Develop a realistic staffing plan for the corporatized BPDB, assess BPDB’s existing staffing capabilities, and evaluate the impact of corporatization on BPDB’S existing staff. • Prepare draft job descriptions and qualification requirements for key positions in the corporatized company • Propose a draft salary structure for the corporatized BPDB • Identify bottlenecks for transfer of employees from BPDB to the corporatized company and propose solutions • Prepare a needs analysis of management training for the new managers
Ans-8) Register of Trade Union, Government of Bangladesh, in September 2003. It is the National Transmission Workers & Employees Union and its scope is all over Bangladesh. In 1999 Government separated the electricity transmission system from Bangladesh Power Development Board (BPDB) and created a new entity PGCB (Power Grid Company of Bangladesh Limited). Initially the intention of the new entity’s management was not to absorb all the existing workers working in BPDB transmission sector. Instead it was intended to absorb on choice.
At the same time, the management was against the formation of Trade Union. However, after prolonged difficult negotiation we succeeded in reaching agreement for absorption of all employees/workers & formation of Trade Union and finally PGCBSKU was registered, recognized by management and Government in September 2003. From the very beginning, PGCBSKU is facing very difficult situation and hostile attitude from the management side. However, through various strategic planning, academic activities PGCBSKU are trying to overcome this adverse situation.
In February 2006 with the support of a political party, another union has started functioning in PGCB Ltd. So as per legal provision last 10 August 2006, CBA election was held & PGCBSKY has been elected as CBA. PGCBSKU is now functioning through a central executive committee consisting of 20 members and its total membership of PGCBSKU is 565 out of total 645 employees and workers. Total women members are 20 out of 24 women workers. The recent successes of PGCBSKU: ? PGCBSKU has become successful to provide over time benefit to some of its members which were unlawfully denied by the authority since long.
The success came through negotiation meetings and legal activities. ? PGCBSKU has become successful to compel the management to form ‘Participation committee”. ? PGCBSKU has become successful to compel the management to revise the pay structure in June 2005. ? PGCBSKU has become successful to compel the management to provide the back service benefit to those employees who had a deficit of less than 1 year to qualify to get the benefit. ? PGCBSKU has successfully organized one Electricity Workers Conference with the support of PSI-SA.
Besides the regular Trade Union practice, PGCBSKU is also organizing some activities from the consideration of social responsibility and on public interest. PGCBSKU has definite plans to address the following: ? To make the casual/daily basis workers regular. ? To make the manpower set up rationale in the organization which is not satisfactory now. ? To implement the ILO standards properly. ? To make the members aware and efficient through various education and capacity-building programs.
